Clery Compliance Information

Each year, the University Police prepares and distributes certain campus security, crime, and personal safety information in compliance with The Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act.

  • Frostburg State University Police Department assigns case numbers for all reportable activities, both criminal and non-criminal. Only case numbers generated for criminal activity are listed in a crime log in chronological order. Hard copies of the Crime Log are available for review at the University Police Headquarters.

Clery Crime Statistics

The disclosure of crime statistics is not a recent development at FSU. The University Police Department submits a monthly Uniform Crime Report to the Maryland State Police and has done so since 1967.  The following charts reflect the number of crimes and arrests for the past three years. Crime and arrest data are compiled by the University Police Department from their own records and those of allied police agencies, and by canvassing other campus security authorities.

Clery Compliance Supplement for USM‐Hagerstown

Timely Warnings are provided to give the University Community notification of crimes that may present a threat to the campus community and to heighten safety awareness. An informed community is better prepared to ensure its own safety.  Crime alerts may also ask for information that may lead to arrest and conviction of the offender.

University Police will issue a Timely Warning when there is a reported crime that poses a potential threat to the Safety of the University community.  Timely Warnings will be issued for incidents occurring both on and off campus.  

Timely Warnings, aka BURG Alerts, are issued in both text and e‐mail format. You are strongly encouraged to sign up for these alerts online.

This information is provided as part of Frostburg State University’s commitment to the safety of the campus and is in compliance with the federal Student Right‐to‐Know and campus Security Act of 1990 (Public Law 101‐542 as amended to the Clery Act of 1998) and the Higher Education Opportunity Act of 1965 (Public Law 110‐315 as amended in 2008).

Disclosure Statement for the University System of Maryland at Hagerstown                                                                                                                                                                                          
The Jeanne Clery Act of 1990 requires that students and employees of the University System of Maryland Hagerstown (USMH) be informed of campus crime rates and of university policies relating to safety and security.  This disclosure statement is in compliance with that act.

Police Services: The Hagerstown department of Police is the primary response unit for any crimes which may occur in or near USMH.  They may be reached at 911, 301‐739‐6000 (emergency) or 301‐790‐3700 (non‐emergency).   Police personnel of the Hagerstown department of Police meet or exceed the training requirements of the Maryland Police Training Commission.  They will provide initial police response, as well as specialized follow‐up.  A sub‐station of the Hagerstown Department of Police is located on the first floor of the USMH Center, on the west end of the building.  It is staffed by members of the Downtown Patrol, although there is not an officer present at all times.   

Crime Awareness and Prevention Programs: Students and employees should take reasonable steps to promote their own safety.  Crime advisories will be circulated to students, faculty, and staff on as‐needed basics, based on the professional judgment or USMH administrators, the Hagerstown Police, and/or the Frostburg State University Police Department.  Crime prevention presentations can be arranged through the Hagerstown Police or the FSU University Police.  For further information, or to arrange a crime prevention presentation, contact Cynthia R. Timely Warnings: In the vent that a situation arises at USMH, or on adjacent public property, that, in the judgment of USMH administration, and/or local police, constitutes an ongoing or continuing threat, a “timely warning” will be issued to the students, faculty, and staff of USMH.  Timely warnings will be issued in print form and posted conspicuously near building entrances.   

Facility Security: Physical security problems such as doors or windows that need adjustment should be reported to the Security Desk in the main lobby.   Facility Access Policies: USMH operational hours are from 9:00 am to 10:00 pm, Monday through Thursday. On occasion, classes extend to 11:00 pm. Friday hours are from 9:00 am to 5:00 pm. Saturday classes are held from 9:00 am to 2:00 pm. View current up to date hours. There is a reception area that is staffed by a private security firm.  Video surveillance of all entrances is conducted during operational hours.

Drug and Alcohol Policies and Programs: USMH does not condone possession, use or distribution of controlled substances or drug paraphernalia.  Alcohol beverages may only be possessed or consumed in a manner consistent with Maryland state law.  Anyone in violation of Maryland state law with regard to either drugs or alcohol is subject to disciplinary action and possible arrest, fine or imprisonment.  In addition to state restrictions on the possession or consumption of alcoholic beverages, USMH restrictions may apply as well.  USMH alcohol and drug policies will be made available to all students and employees upon final approval.

Drug or alcohol services are not offered directly by USMH. Local agencies should be considered.  The Washington County Health Department may be contacted at 240-313-3200 for either drug or alcohol information, or for referral to other community resources.

Sex Offender Registry: The campus Sex Crimes Prevention Act is designed to make campus communities aware of sex offenders in their midst, just as “Megan’s Law” does for non‐campus, residential communities.  In Maryland, a sex offender registry is maintained by the Department of Public Safety. The linked page gives a full explanation of the use to which the sex offender registry can be put, as well as some cautionary advice.

The University System of Maryland at Hagerstown (USMH) is a regional Higher Educational Center Located in Hagerstown, Maryland that offers courses in educational programs leading to a degree. The Hagerstown Center supports programs from five universities; Frostburg State University, Salisbury University, Towson University, University of Maryland Eastern Shore, and University of Maryland Global Campus.

Under the USMH Memorandum of Understanding Frostburg State University assumes the responsibility for preparing the Clery Statistical Report for all participating institutions at USMH. USMH Crime statistics are obtained from the Hagerstown City Police Department, and all participating institutions submit Judicial Referrals and Title IX incidents to Frostburg State University by September 1st of the reporting year.

Frostburg State University complies with all reportable Clery information from USMH and shares the results with each contributing institution for inclusion on their Clery Report as a separate campus.

PHYSICIAN ASSISTANT PROGRAM

The Master of Medical Science in Physician Assistant (PA) Studies Program at Frostburg State University (FSU) is a professional degree program intended to prepare students academically and professionally for responsibilities, services, and leadership as a Physician Assistant.  This graduate education program consists of two phases spanning 24 months to include intersessions and summers with a total of 117 credits.  Phase I (didactic phase) represents the pre-clinical year and spans the first 13 months, representing 74 program credits.  Phase II (clinical field education phase) represents 43 program credits including ten diverse supervised clinical field experiences (Supervised Clinical Practice Experience or SCPEs) and a four-credit summative capstone course over a period of 11 months.  Categorical learning domains include human anatomy, basic medical sciences, clinical medicine, clinical assessment and diagnostics, clinical patient care skills and interventions, professional development, research, and multiple field practice experiences. 

Frostburg State University is the program’s sponsoring institution and operates the program at the University System of Maryland Higher Education Center site located in Hagerstown, Maryland, where many of our graduate programs in Education are also housed.  The program was established in 2019 and operates out of the USMH Agnita Schreiber Health Sciences Center 24 N. Walnut Street Hagerstown, Maryland with over 8,000 sq. ft. of newly renovated space with state-of-the art teaching and learning space equipment.
