Grants
Need-based grants may be included in your financial aid award. Grants do not need to be repaid.
Federal Grants
Federal Pell Grant
The Pell Grant is an award to help the neediest students pay for college. To qualify, students must complete the FAFSA and show financial need. The amount is determined by the Pell Grant Schedule which is published yearly by the US Department of Education. A student may only receive a Pell Grant for the equivalent of 12 full-time semesters (or 6 years of undergraduate study). Students FAFSA who have the student eligible for Pell Grant will automatically be awarded.
Visit the U.S. Department of Education’s Pell Grant website for more information.
Although you do not need to meet the March 1st priority deadline in order to qualify for a Pell Grant, please keep in mind that a Pell Grant alone is not enough to cover the entire cost of attendance at Frostburg State University.
Federal Supplemental Opportunity Program (SEOG)
FSEOG is a joint program between the federal government and Frostburg State to provide additional funding to those students whose families demonstrate the highest need. Typically, only students with 0 Expected Family Income (EFC) results from FAFSA receive SEOG funding.
Students must complete the FAFSA and be eligible for a Pell Grant in order to qualify for the FSEOG. Unlike Pell Grant funding, FSEOG awards are limited by how much funding has been provided to Frostburg State University, so students must meet the March 1 priority deadline in order to qualify.
Visit the U.S. Department of Education’s FSEOG website for more information.
Teacher Education Assistance for College and Higher Education (TEACH) Grant Program
The TEACH Grant program provides funds for students who want to teach in a high need field in a high need area. There are a number of additional tasks you must complete to obtain the TEACH grant; therefore, you are required to meet with a financial aid counselor.
Institutional Grants
FSU Grants are awarded to students who demonstrate financial need on the FAFSA. The amount awarded can vary based on available funds and the number of eligible applicants. To receive priority consideration, students should have their FAFSA processed by March 1. *Due to FAFSA delays, FSU has pushed this date back to May 15 for the 2024-2025 academic year. This aligns with the updated MHEC FAFSA priority deadline.

To qualify for the GA Grant, students must have extreme financial need, be a high school senior at the time of application, have a 2.5 GPA, be a Maryland resident and enroll at a Maryland college or university. Students must be enrolled full-time in order to maintain eligibility for the award. To receive priority consideration for the GA Grant, students must have their FAFSA processed by March 1.
To view GA Grant income requirements or to apply, please visit the MHEC GA Grant website. All students who are offered this award must accept it before funds can be sent to the school. Educational Assistance Grant
The Educational Assistance (EA) Grant covers a portion of a student's financial need not yet met by expected family contribution (EFC), any other state scholarships or a Federal Pell Grant. To qualify for the EA Grant, students must have unmet financial need, be a Maryland resident and be attending a Maryland college or university. Students must be enrolled full-time in order to maintain eligibility for the award. A student who receives a Guaranteed Access Grant is not eligible to receive the EA Grant. There is no separate application for the EA Grant; however, students must have their FAFSA processed before March 1 in order to qualify. Most new first-year students who receive this award have zero EFC and a high level of need.
All students who are offered this award must accept it before funds can be sent to the school. If you were offered an EA Grant, please visit Maryland Higher Education Commission (MHEC)/Maryland College Aid Processing System (MDCAPS) web page to accept it.
