As a Veteran, you may be eligible for educational benefits through numerous GI Bill® programs. For questions, please contact the Veterans Center.
Types of Military Benefits
Chapter 30 or 33 - Forever GI Bill®
This program provides qualified veterans and dependent students with transferred benefits with tuition and fees (paid directly to the college). Students may be eligible for a book stipend and monthly housing allowance. These stipends are paid directly to the student.
Chapter 31 - Veteran Readiness and Employment
Formerly known as VA Vocational Rehabilitation and Employment, this program is for veterans who have a service-connected disability. Interested applicants need to meet with a VA counselor to apply for Chapter 31 benefits.
Chapter 35 - Survivors and Dependents Education Assistance
Dependents’ Educational Assistance provides education and training opportunities to eligible dependents or certain veterans. Recipients receive a monthly stipend paid to the student.
Chapter 1606 - Montgomery G.I. Bill - Selected Reserves
This program provides up to 36 months of education and training benefits to eligible members of the Selected Reserve, including the Army, Navy, Air Force, Marine Corps, Coast Guard Reserve, Army National Guard or Air National Guard. Payments are sent directly from the VA to the recipient.

Service members interested in receiving federal tuition assistance should contact Frostburg State's Veterans Center.
Applying for Benefits
In order to receive VA Chapter benefits, students must submit the following: certificate of eligibility, letter of intent, deferment form, class schedule. A letter of intent and deferment form must be submitted each semester.
In addition to the forms above, some VA Chapter benefits require additional documentation.
Chapter 30 or 33
- copy of current orders (for Chapter 30 or active-duty members)
- copy of DD-124
- birth certificate and/or marriage license if benefits will be transferred to a dependent
Chapter 31
- copy of DD-124
- VA form 22-1905 (supplied by a case manager)
Chapter 35
- copy of DD-124 member 4 copy
- application VA form 22-5490 (never used benefits) or 22-5495 (previously used benefits)
- marriage license and/or birth/death certificate to show relationship to veteran
Chapter 1606
- application VA form 22-1990 (never used benefits) or 22-1995 (previously used benefits).
- VA form DD-2384 Notice of Basic Eligibility (NOBE) from unit
Additional Military Aid Available
VA Work-Study
The Frostburg State Veterans Center provides 5 students with an opportunity to participate in the VA Work Study Program.
To be eligible to take part in our work-study program, you must meet these requirements:
- You are enrolled at least three-quarter time in a college degree, vocational, or professional program, and
- You have found an open job either at a nearby VA facility or in a VA-related role at your school, and
- You can finish the work study contract while you still qualify for education benefits, and
- You are using an approved VA education benefits program to pay for your education or training.

Edward T. Conroy Memorial Scholarship
For Maryland residents attending a Maryland college or university, the Conroy Scholarship is available to:
- veterans who are disabled 25% or more and have exhausted their veterans' benefits;
- sons and daughters of persons killed or 100% disabled as a result of military service;
- sons, daughters, or spouses of persons killed or 100% disabled as a result of employment as a state or local public safety employee;
- sons, daughters, or surviving spouses of someone killed during the 9/11 attacks;
- persons declared MIA or a POW during the Vietnam War, or sons and daughters of such persons.
The deadline for this scholarship is July 15th and applications should be turned into the Frostburg State University Financial Aid Office with a copy of the application turned into Veteran Services. The award amount varies, depending on the amount on your cost of attendance and other financial aid resources.
